"ServicePack Files" folder just taking up space?

Hello and many thanks for taking the time to read my post,

I'm doing a bit of spring cleaning and as a result I'm wondering if the
"ServicePack Files" folder is a temp folder therefore can be deleted
(405mb), or is it an essential folder where the files inside are actually
used?
