Service Packs

Ok, this is definitely a dumb newbie question
I`m trying to add Simplified Chinese to my W2K Server system. When I am asked to insert "Service Pack 3 CD" I´m invariably at a loss for want of such a cd. I can only download SP3 from the net as an .exe file, right? So how do I proceed in such a case
(BTW: I currently work in Germany so I do have both English and German versions of W2K at my disposal. So no pre-configured Chinese system ...

try running the service pack with the -X switch to extract the compressed
files
