I have the following question:
- I saw this info in the Microsoft site:

"This problem occurs because messages that are sent to
Winlogon remain in the Winlogon message queue. This blocks
further processing."

How can I see if this problem is happening to me?

- If I use "Windows update", does it also download the
latest "service pack"

Yes - that's the idea behind Windows Update. You should visit Windows Update
weekly, at least, and always install each critical update as it appears.
