Service Pack install Failure

I have a machine where both SP3 & 4 fail on first reboot.
This is a clean, complete install of 2000Pro (NTFS) where
the machine checks out fine. SP3 reports a winlogon.exe
error, and SP4 just restarts with no message of any kind
at the end of the white win2000 startup screen. Safe mode
& debugging mode don't work either. I've been able to do
the double repair and look at the event logs but there's
no clue there. I've reformatted and repeated the process
a few times with the same result. Never encountered this
before. Any ideas are very much appreciated.
 
How are you installing the service packs? windows update or downloaded file?
 
In both cases I downloaded .exe files from microsoft (sp3
several months ago, and sp4 last week) and burned them to
CDs. I'm installing from CD.
