Providing you still have Internet capability, use Google to
search. In your case the search criteria would be...
Windows Error code 80070003
Also, go to Microsoft's Knowledge Base and search for
the error code. Usually, you'll find a number of articles to
look through and locate one that matches your situation.

The way that software has evolved over the years, error
events have unique identifiers that developers use to trap
problems. Unfortunately, those codes don't always help
the user to decipher what the issue is. Not a lot of effort
is applied to explaining them in simple terms. It's up to the
user to cross-reference them and track down the cause.

If the above doesn't fix your problem, try this as well:

If the directory "%ALLUSERSPROFILE%\Application Data\Microsoft\Network"
does not exist, you will get this error.

%ALLUSERSPROFILE% is normally "C:\Documents and Settings\All Users"

To verify existence/create this folder, you can do like this:

Press Start/Run, and fill in this:

"%ALLUSERSPROFILE%\Application Data\Microsoft"

Press OK, and the Microsoft folder will open.

If no Network folder is found there, create it (File\New --> Folder).
