Service Pack 2 Uninstall Problem

The download of SP2 did not fully or successfully load from the update site.
I contacted Microsoft and they recommended that I uninstall it and then
reinstall it. When I try to do so, I get a message stating "Bosnian (Latin,
Bosnia and Herzegovina) is selected as the standard for languages and
formats, or for non-Unicode programs. This language is not supported prior to
Windows XP Service Pack 2. Please see readmesp.htm to select a different
language." This message prevents me from uninstalling SP2. First of all,
where do I find readmesp.htm? I have unchecked the languages that I did not
want in the control panel but I am still getting this message. How do I get
rid of this language blockade in order to uninstall the SP2? Since the
installation did not proceed properly, many of the updates that I download
warn me of an unstable system and to uninstall the SP2. I have been dealing
with this on and off for weeks with little or no help from Microsoft and I
would like this issue to be resolved.
