Service Pack 1a Setup Error

The file d: ... webclnt.dll or ati2mtag.sys or
stobject.dll is open or in use by another application.

Close all applications and click Retry.

This message occurs on Express download from internet or
Network download to CD and then install. The files listed
above exist in both System 32 and Service Pack files. I
can't find any open applications even running in the
background especially on the CD install. This is after an
XP reload and I have downloaded the service packs before.
I have not been able to find this error in the Knowledge
Base.
