Service Database?

About 2 weeks ago I began to notice that when I turned on
my computer and Windows XP booted up, it would take
upwards of 90 seconds for me to hear the
trademark "Windows chime" and finally see all my programs
load in the bottom right system tray.
If i try to start a program during the first 90 seconds
after I turn on my computer it tells me, "The Service
Database is currently locked, Please try the requested
operation later"

So.. What is the Service Database and why is it locked
for the first 90 seconds (preventing me from running any
programs)?

After the 90 seconds, when it finally does boot
completely, everything runs fine. This is just a minor
inconvienence, but I would like to know how to fix if if
possible.
 
My, my we are impatient, aren't we? You can't wait for
the computer to fully load?
