Service Control Manager ERROR

The "Service Control Manager" repeatedly issues error
messages with the codes: 7023 or 7009 in module
netevent.dll

The hardware is: Compaq Presario, Celeron processor 2.5
Ghz. The speed of the machine is also extremely
degraded - no faster than Pentium 233 - does the speed
problem have anything to do with the errors? The speed
has been slow since purchasing the machine three weeks
ago.
