Serverbased website with FP 2002 SE

I try to create a serverbased website with Frontpage 2003.
Therefore , as described in the manual:
1. I installed IIS with Windows XP Pro
2. I downloaded and installed FP 2002 SE from the website of Microsoft
3. I installed Frontpage 2003

When I try to created a serbased website on my own PC but nothing happens.
There is no error-message and no website in the directory Inetpub/wwwroot.
What went wrong and is there anybody who can help me.

You don't use file based paths (directory Inetpub/wwwroot) for a server based web

Have you tried opening the server under IIS and FP as http://locahost
