When I open my website their is the TOOLS bar and if I go
down there is a button named SERVER, its always GRAY, how
can i get it to be black so i can click on it?

It will become available only when you are actively online with the site with FP.

....and only if the host allows it. Many don't.

I didn't realize that..I guess I'm spoiled.

BTW, on Apache/Linux is FP Server option the same as the CPanel options? or are they two different animals.
