Server won't boot when modem is switched on

SBS 2003 - US Robotics external fax modem

My Server won't boot if the modem is switched on. it goes through the boot
menu and hangs at the splash screen. At first I thought that there was a
software problem so I tried booting off the installation cd to use the
recovery console. But it wouldn't even do that if the modem is switched on.

Anyone any ideas?

This is a serial modem connected to Com1. Windows boots from the Hard Disk
and gets to the Boot up menu, but hangs at the splash screen immediately
afterwards.

If I boot from the 2003 installation cd, it goes through the process of
loading all the drivers, then hangs at the "Setup is starting Windows" prompt.

I would add that if I boot the server with the modem switched off, then
switch it on later, the modem functions perfectly.
