server extensions problem

Hi, I am trying to add a file to my website and I keep getting this error.\
Server error: The server extensions are unable to access the file
"C:\[website directory]\_vti_pvt\service.lck
Please check the file permissions.

Contact your Internet service provider or Web server administrator for more
information.

The files that I am editing is not a live file. It is a file on my computer.
I checked to see if it was set to read only but it is not. I am running
windows vista RC1, Sharepoint designer (havent installed the technical
refresh yet, it is still downloading), FF2 RC2
