Server 2003 group policy not applying

Have a 2003 sever domain with XP clients joining that domain. I have created an OU, right clicked it and set up the GP the way I want it. When the users in that OU log on, nothing happens. Non of the settings I have lined out in the policy take effect. For instance I gave them permission to change the time on the machine, they cant. The users all have the default Users permissions. Any ideas of what Im missing here

Use the command-line tool gpresult (Included in Windows Server 2003 and
Windows XP) to find out how policies applies to the particular computer.

No its not. I was under the understanding that if it was a user setting
it applied to any machine the user logged onto and that I only needed to add
the computer to the OU if I was applying computer specific settings under
Computer Configuration.
