Group Policy for an Individual User

Frustration has set in. Windows 2000 Server AD plain jane default setup,
Originally no special anything except the default containers. I'd like to
setup an individual policy for a specific user limiting them to certain
desktop functions. Clients would be Windows 2000 & XP for whatever machine
this user logs into. So far a policy for the user at the domain level had no
effect.

I created an OU called Home, placed the user inside it and applied a group
policy to the OU that has Read & Apply for this 1 user inside this OU. I have
also tried removing inheireted policies for this OU to try and force this new
OU policy to take effect and also set to no override still no effect on the
user.

Am i missing something here or should i completely forget about Group
Policies and go back to the Win 95 poledit i never had a problem with the old
days...
