Child Group Policy not working

Here is my problem. I have an OU of "citrix users". that OU has a
policy. that policy is passed down to all the child OU's. inside the
"citrix users" OU, there is an OU called "Carts on Wheels" with
multiple child OU's below that. so it looks like this
citrix users
xxxx
xxxx
xxxx
carts on wheels
xxxxx
xxxxx
xxxx
xxxx

the policy in citrix users is applied to all the child ou's perfectly
fine. i made a separate policy for carts on wheels and blocked
inheritance and made the policy not overidable. if i put a user in the
carts on wheels ou, everything works just fine, but if that user is in
a child ou of carts on wheels, it does not work. it is picking up on
the ou from citrix users...... any idea why this is doing this?

Strange, it shouldnt.
Have you tried looking from GPMC for a RSoP (logging mode or planning btw)
to figure out why the user is receiving it.
