Serious Problem after applying XPSP2 + cannot download anything

Dear Experts,

We upgraded all our winxp clients to SP2 and now no one can download
any kind of files from any site even intranet. The following error
message appears you try to download or save as:

"Internet Explorer cannot download....nameoffile etc
Internet Explorer was not able to open this Internet site. The
Requested
site is either unavailable or cannot be found. Please try again
later."

Any other version of Windows or WinXP SP1 all work ok.

after heavey searching on the internet i found some sites talking
about winsock problems, i downloaded all the files and fixes and
patches and applied everything and i still have the same problem.
tried winsockfixm lavasoftfix, LSP fix, tried netsh reset winsock all
of them with no change after reboot.
also i installed opera browser and it also cant download files so i
guess its not and IE problem
This is obviously an SP2 problem and is causing us a big trouble

i am really going crazy because of this and i am not willing to
reinstall 500 PC again with SP1 :)

Please HELP me experts

I solved it finally and i am so disappointed from MS and their non
sense
Here is what i did if anyone have the same problem.
Default Domain Policy was corrupted some how i dont know why.
i created a new GP and set the same settings from the Old domain policy
same settings with no changes.
Disabled the old GP
and Linked this new GP as the default Domain Policy.
secedit /refresh then Restarted the DC and restarted one of the clients
to get the new GP settings.
everything works like a charm.
download works, Office works perfectly.
My conclusion is that my GP was corrupted or had some extra keys which
wasnt available to be configured from the GPEdit window but was
effective and doing the damage i had.

Gee, I would try this fix if I knew what GP, DC, etc meant. How about a
little more detailed instructions. Thanks!

See if you find something at the URL below, also review the affected
machine's internet zone security settings. File downloading can be disabled
via there, although the error message when attempting to do so *should* be
different.

In short, your most likely fix is nuking the cache on each affected machine,
though I am concerned that so many machines are affected. Does antivirus
run on said machines? Was it disabled before installing the update? Anything
else running at the time of install?
