Is there a logical sequence that should be followed when
doing:
a) disk cleanup
b) chkdsk /r
c) defrag
For good measure, lets include "scanpst.exe" for the pst
file, too.

I would do it in the order you have it:

scanpst.exe
disk cleanup
chkdsk /r
defrag
