Sensitive mouse

On my new Compaq laptop 2580CA the "mouse" is way too sensitive
When I point it the action is carried out befor I click it
Also the time before the screen goes to the screen saving mode is very short
no matter how I program it.
 
Is this even when you have been into the mouse settings
in control panel then 'printers and other hardware' If
the mouse is too sensitive to navigate there, use the
keyboard (windows button, tab etc) You should be able to
change all the settings here. If that doesnt work i would
go to the manufacturers website to check compatability
and for any updated drivers.
Have you tried the display props. I think you said you
tried this though, Is it going to screen saver or into a
standby mode?
