sending web pages/links

when i open a web page that i want to e-mail to someone else i click on the
'page' icon on the menu bar. this opens up a menu to allow e-mailing that
page or a link only.
when i click on either one of those Outlook is supposed to open
automatically and the page or link is automatically inserted in the e-mail
message.

outlook does not open anymore. how do i correct this/

What OS? What version of Outlook? What version of IE? (These details may
have a very important bearing on the answer given....)
