I can not open a link from a e-mail

When I open a e-mail and it has a link to a web page, I click on it and
nothing happens. Any Ideas

Is the item in Junk E-mail folder? If so, links are non-functional on
purpose.

What version of Outlook? If you hover over the link, does a tooltip appear
containing the URL? If so, does it say "BLOCKED" at the front?
