When emailing a Word document as a file attachment which has had "mark
changes" used I am checking "final" for the version I want the recipient to
view and the recipient still receives the document in "mark-up" or "view
changes" format? what am i doing wrong?

You need to accept all changes in the document, or a copy of the document,
prior to emailing it. When you view a document in "Final" it's simply
showing you how the document will look if you accept all changes. This is
your personal view and doesn't change the fact that revisions are still
present in the document.
