Sending secured e-mails

We have Outlook 2000, 2003, and XP

I work for a clinic that needs to send some confidential
infomation via e-mails. What is the cheapest way to have
letters sent encrypted and then the receipient can open
using a key or something else.

These emails are being sent in and outside of our company
exchange server?
 
My opinion would be to use some instance of PGP (Pretty Good Protection)
Software.

I know that MIT has a downloadable version for Outlook 2000, but not sure on
the other two. You may have to purchase a commercial application of PGP and
install it then.
