Sending Read-Only Emails

Is there a way in Outlook 2003 to send an email as read-only?

One of my users would like to send an email and he doesn't want the
recipients to be able to forward or print the email.

Digital Rights Management with Windows Server 2003 is the only way AFAIK.
Or, you could actually send the body of the email as a pdf document......
