Sending Pictures

I get an error every time I try to send a .jpg or picture as an attachment.
Doesn't matter if it's 1 or 4. The error states it is the picture and it
times out.
 
Please don't paraphrase the error message. Copy and paste it verbatim.

Make sure the picture is not open in another program.
