Sending outgoing email to Outbox before actually sending to recipi

I want to send outgoing emails to my Outbox first, then recipient. I do not
want a specified time delay (e.g., 15 minutes). I want it to sit in the
Outbox permanently until I choose to send it.

Set your email to only connect every 15 minutes and not immediately.

In Outlook 2007 it is
Tools
Options
Mail Setup Tab
Uncheck the "Send immediatley when connected" box
Click on Send/Receive buttton and set the time in the Schedule automatic
send/receive.

Obviously it will delay email out by UP TO 15 minutes so you will not get
exactly 15 inutes to change your mind - but it works for me.

In Outlook do File-Work Offline.
