Sending .mdb files as attachments

Outlook is "stripping" Access attachments upon send. Is
there a setting can can be tweaked to allow these files to
be sent? Our Exchange Admin has confirmed that it is not
anything happening on the Exchange server.

Try sending it as a compressed file (eg zip or similar) that works in most
cases.
