Sending error, times out when attempting to connect to SMTP server

Hi everyone,

I am at my wits end. I have not been able to send email for 3 days. I get
a sending error (0x8004210B) "The operation timed out waiting for a response
from the sending (SMTP) server." I tried lengthening the Server Timeout time
to 3 minutes, and it still didn't work. I tried disabling my firewall...
nothing. I installed the most recent Office service pack, still not working.
I contacted my ISP and they said it is a Microsoft issue. Any suggestions?
Any help you can offer would be greatly appreciated.
