Outlook - fails on Send

My Outlook outbox is empty, but when it performs a send/receive I get a
failure -

Task 'Charlie Orton - Sending' reported error (0x8004210B) : 'The operation
timed out waiting for a response from the sending (SMTP) server. If you
continue to receive this message, contact your server administrator or
Internet service provider (ISP). The server responded:
????????????????¤???????????????'

How can I clear this?

I can send actual messages without any problems.

You're not providing any configuration details to work with.
My guess is that you have a stuck read receipt.
