Sending Email Error

I get a Server timed out error when I try to send email.
I can receive.

When the problem happens, I can simply close outlook, and reopen it,
and the problem goes away. - No settings changes, no email changes, no
computer restart.

How can I prevent this from happening?
 
You didn't specify any configuration details. Best guess would be that your
anti-virus scan software integrates with Outlook and does an outgoing mail
scan. Disable this integration and try again.

That integration was never set up to begin with.
In addition - its not something that I change when I simply close
outlook and repoen it to make the sending work.
 
Then you'll have to specify your configuration details or we could play this
guessing game forever.
