Sending E_Mail from Windows Mail

I can Receiuve but not send Error as below
The connection to the server has failed. Subject 'test Send', Account:
'pop.embarqmail.com (1)', Server: 'smtp.embarqmail.com', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

These are settings for Outlook Express but Windows Mail setup is the same..

That error is typical when using a connection provider different than the
SMTP server owner. Who provided your Internet connection when you got
that error?
