Sending e-mails with pictures

I am sending an HTML message with pictures imbedded, but on the other end, my
recipeients just get "X's" for pictures, and no formatting. Why?
 
Try Tools | Options | tab Mail Format | Internet Format | HTML options.
Check 'When an HTML message contains pictures located...'.
 
This was a good place to check. But I sent two nearly identical e-mails with
regard to content and imbedded pictures, and I still can't determine why one
"worked" and one didn't. For the one that transmitted well, I had used a
standard "Office" format for colors, for the other I selected my own
background color. The first had a single picture, the other had two.
