Sending e-mails through SMTP in Outlook

I can send messages to my self thorugh outlook but I can not send messages to anyone else. It will give me an error message that it was not send because the server did not allowed it. I can send the same e-ami from my house on another computer and it goes well. I have Cox Cable high speed internet in my other computer but wireless internet for T-mobile in my laptop. My laptop is the one giving me a hard time. I can receive e-mails in my laptop with no problems from the same server(cox)

I need help!

are you authenticating when you try to send mail? tools, accounts, change
existing accounts, check the account properties.
