sending compressed pictures to email receiver

I want to send large picture files to outlook.
With a right click on the file I choose copy to email receiver. I used to
get a window asking if I want to send in compressed format. That was ok.
After some maintenance on my pc I don't get that window anymore and the file
is attached to my mail in the original size.
Is there any setting which I should change?

Only a complete ****wit would fail to spot that this *is* such a newsgroup.
