sending attachment outlook 2002

I get the following message when trying to send a jpg
file:
error when sending reads: this message has not been sent.
outlook blocked access to the following unsafe attachment.

tried to change security settings within outlook but
changes are ignored
any ideas
 
Are you using Outlook in a business environment? If yes, then the admin has
set policies to disallow users to change some settings.
