I think it happened after I did a windows update, not sure though.

This seems to be occuring a lot lately as there is an earlier thread about
this. I started seeing this a couple days ago myself after a Symantec
Anti-Virus update. This update was more than just the normal anti-virus
definition file update.

I run Win XP Pro SP2 with Outlook 2002 SP2 and have had the windows firewall
active for some time now with no problems. At first I was just having
problems sending e-mail. If I disabled the outbound mail virus scan then
e-mail would send. Lately though I having trouble getting e-mail atleast
until I disable the e-mail scan which I don't like doing. I've started to
check out the troubleshooting idea's outlined in MS KB 813514 but so far the
problem still occurs.
