Not sending mails and asking the password all the time when upgrad

I just upgraded from XP to Vista and to Office 2003. My outlook was working
fine before, but though I configured the same parameters on this new one, it
is not sending mails (it is receiving) and it is asking for the password all
the time. My old Windows XP and all the programs (including office) was
backed up in windows.old -in case this can be related, not sure-
This is the error I'm getting:

Task 'Mymail - Sending' reported error (0x800CCC0F) : 'The connection to the
server was interrupted. If this problem continues, contact your server
administrator or Internet service provider (ISP).'
