Send Update Option Missing

Outlook 2003 (11.8206.8221) SP3
User is the Meeting Organizer of a Recurring request.
Any update he needs to perform on the request and send to all attendees, do
not get to see the Send Update and the Save and Close option.
Standard Tool bar - also doesnt have the option.
Instead he can see only Accept, Decline, Tentative etc..
The Tracking tab shows the user as the Meeting Organizer.
This is a problem only on this request.

ANy help is highly appreciated - i've failed and completely given up on this.
