Send to mail recipient jams Outlook

I use Outlook 2007

If I select a file in (say My Computer - My docs etc) and right click >
Send to Mail recipient:-

If Outlook is already open this works fine

If Outlook is closed there will be no further action and Outlook will not
open.
I will not be able to open outlook in any form until I have done as detailed
below:

I have to then Open my Task manager, End the OUTLOOK.EXE process from
there (even though it does not appear to be open) and then open Outlook
conventionally.

The send will then work

This problem is fairly recent i.e things worked fine before.

Is there any experience with this one about.

Have you been able to verify whether or not Outlook is in the process list
before r-clicking on file and picking Send To? (Just trying eliminate the
possibility that Outlook is still resident when doing said action.)

Can you also state what your operating system is and whether or not you have
Service Pack 2 for Office/Outlook 2007 installed?

I have checked whether Outlook is in the process list before as suggested
and it is not.
When I click on the file it then appears in the process list but will not
actually open.
SP2 was not - but is now installed.
My operating system is XP Professional .
