"Send To --> Mail Recipient" Does not work (Win2003 + Outlook 2003

I am running Windows 2003 Server Standard Edition with MS Office 2003. When I
right click on any file, then go to Send To --> Mail Recipient, nothing
happens. Before when I had two profiles configured in Outlook, it would bring
up the profile selector, but when I selected one and hit OK, nothing happened
then either.

I have tried all solutions I've found: “regsvr32 sendmail.dll†and Microsoft
KB Article ID : 823672. Outlook 2003 is set as my default mail client. I can
send attachments fine if I just create a new email and attach, but Send To
does absolutely nothing.

Yes, in fact it does work perfectly fine when I set Express as the default
client. I set Outlook 2003 back to default and it still has the same problems.
