"Send to mail recipient" does not create the mail message

I'm having problems creating email messages with attached files.
When I right click on a .jpg file, click ""Send to, then select "Mail
Recipient", the "Send Pictures via E-Mail" dialog box comes up. I click OK
and nothing happens.
When I try to send other types of files (.doc, .pdf, .xls for example),
nothing happens.
I'm running Windows XP on a new Dell Laptop with Outlook 2003 SP 2 as my
default mail client.
Can anyone help?

Goto Control panel click internet options and goto programs tab and maks
sure outlook is the default e-mail client and see if it works you may also
try reset web settings option in the same tab.
