Send To: Mail Recipiant (as attachment) Not Available

When I try to use the Send To: Mail Recipiant (as attachment) feature in
Office 2003 (Word), it's not availalble. Had same problem with Office XP Pro,
found fix for that by editing the win.ini and adding or making sure these
entries were there.

[Mail]
MAPI=1
CMC=1
CMCDLLNAME=mapi.dll
CMCDLLNAME32=mapi32.dll
MAPIX=1
MAPIXVER=1.0.0.1
OLEMessaging=1

Even though these lines are all there, it's still not working. It was
working just before upgrading from Office XP Pro to Office 2003.

Do you have "Mail as attachment" checked on the General tab of Tools |
Options?

I looked there, it was already checked. I should have mentioned that but
