How do I stop, if possible, Outlook 2007 from sending/receiving when I open
the program?

Under Tools-Options-Mail Setup I have unchecked "Send Immediately When
Connected"

It still does it.

The send and receive on startup is initiated when you enter a polling time
under email account settings. This is either on or off, so the only way
around this is to start up Outlook in Offline mode. If you select off-line
just before you close Outlook, it should start up the next time in off-line
mode.
