send / receive working sporadically and getting worse

Any help greatly appreciated!!

Send/receive is working only occasionally. Seems like I'm
getting an increasing number of errors and losing
functionality every day. Seems to have started going
downhill about two weeks ago. And no, I can't recall anything I did that
would have affected all this. Just to ensure it wasn't the problem, I turned
off Norton Internet Security.

To add to the fun, Outlook periodically shuts down and restarts...

I have both direcway (via satellite) and erols (via slow
phone lines) as ISPs. I use only one at a time (ie, never
on satellite and dialed in at same time). same problem with each isp. Going
to the websites of the ISPs and logging on and getting email works fine,
although a huge pain in the butt vs using Outlook.

Replying to emails hardly ever works now, and most of the
time, with send/receive, I get the following messages:

Task 'pop.starpower.net - Sending and Receiving' reported
error (0x800CCC0F) : 'The connection to the server was
interrupted. If this problem continues, contact your server
administrator or Internet service provider (ISP).'

Task 'pop3.direcway.com - Sending and Receiving' reported
error (0x800CCC0F) : 'The connection to the server was
interrupted. If this problem continues, contact your server
administrator or Internet service provider (ISP).'

Task 'Starpower Mail - Sending and Receiving' reported error
(0x800CCC0F) : 'The connection to the server was
interrupted. If this problem continues, contact your server
administrator or Internet service provider (ISP).'
