Cannot receive or send attachments over 100 KB

I cannot send or receive attachments that are over 100 KB in size. When it is
incoming mail, I receive an error message that reads:

Task 'pop.vt.edu - receiving' reported error (0x800CCC0F) : 'The connection
to the server was interrupted. If this problem continues, contact your server
administrator or Internet service provider (ISP).'

When I first started using outlook I did not have this problem for about a
year and a half (with daily use). Then is just suddenly stopped working.

The only antivirus software I have is Symantec and I don't have any of that
activated to scan emails. Still didn't work. Also, I am using Outlook 2003.
