questioning 27th

I have several email accounts. Using Outlook Express,
the "Send and Receive" button has a small down arrow that
drops down a menu of the accounts so you can send and
receive from a particular account. The button on Outlook
does not have that arrow. You can select different
accounts via the Tools menu, but that is less convenient.
Does anyone agree with me that this feature exists in OE
but not in Outlook, and it would be a good idea to have it
in Outlook?

When composing a message in Outlook - whether by New,
Reply of Forward - on the Outlook Toolbar you'll find a
button (second from the left, adjacent to the "Send"
button) that says "Accounts". Click on it, and it gives
a list of all the accounts you've set up under Outlook -
just click on the one you want to use. It's easy, and
all you need! (So I guess, No, I don't agree with
you. ;-)

It is in Outlook - you just have not looked at the obvious places.

I do understand how to allocate a message to a particular
account. My problem is not being able to send and receive
(particularly receive) messages selectively from account
to account.
