Send & Rec problems

I can't send or receive with newly loaded Outlook 2003 but I can send/rec
using Express. Both programs have exact same setting.

What happens when you try? What happens when you use the "Test" button in
the account?
 
I trust then you are sending and recieving using SMTP and POP3? Are you sure
you have your server security settings done properly (User ID and Password)?
Usually this is what will keep you from being able to connect to the email
server.
