send pictures via e-mail in smaller size

if I tried to send a picture from the explorer then I got
always the windows where I get asked if I want have the
file smaller for the email. This has been disappeared and
it goes now straight away into outlook. Can somebody help
me to activate this feature again?!
 
I can't tell you how to activate that feature but I can
tell you where to find software that will compress and
shrink images.

The best out there is Adobe Photoshop ($700+) or
Photoshop Elements ($100)

I wish I could always skip that window. Is there a way?
