Send page by email works online, but not from files

I have a client that I make an email newsletter for.

If I upload it to our server, she can open it in Internet Explorer and File

Send page by email and it works fine.

However, if I send her the files and she opens them from her desktop and
does the same thing, the page is added as an attachment.

It shouldn't make any difference where the files are located, should it?

Her Outlook is set to send HTML by default, and this clearly works as she
can send the online version with no problems.

Any ideas why this doesn't work?

Well, what file type is the file, and what opens it when she opens the file
from her desktop?

Well, what file type is the file, and what opens it when she opens the file
from her desktop?

They're HTML files and she opens them in Internet Explorer.
They're exactly the same files, but "send as email" only works from the
server, not from her desktop.
