Send message to multiple receipents, but only receives an attachme

My company migrated from Lotus Notes to Outlook 2007. In Lotus we had a way
to send a message to multiple people, but only certain ones would receive the
attachment.

Is there any way (tools, vba, etc) to mimic that functionality in Outlook
2007?

Such an action is possible if you perform mailing by using Word Mail Merge
feature with Mail Merge Toolkit: http://www.mapilab.com/outlook/mail_merge/
Have a look at a "Sending personalized messages with individual attachments"
screencast.

In your address base, you will need to create a field for the path to
attachment. And after that, Mail Merge Toolkit uses that field for attaching
the proper files, or if that field is empty - no file will be attached.
